16v cam lining up

OK here's something I am confused about.

When I took my 2.5-16s head off, the holes in the cams were not facing each other, but on opposite sides to each other. The engine was at TDC

See this pic

As you can see the holes are on the outside of the engine (just on the right hand edge of the photo) rather than the inside. Is this right??? Why is mine different?

OK never mind I got an answer on 190rev (of all places).

I'm an idiot - if the dots are at the outside, then rotate the engine and both cams will turn clockwise until both dots line up on the inside
