Even if you find a product that says you dont need to remove the tank, I would anyhow. You will want to take it to a radiator shop that has the ability to boil it out to clean all the crud out of it. At least wash it out very well first and you need to take it out to do that. If you try to seal over the muck inside it will not work and you will have lots of troubles with filters clogging up later.
