89 190E Idle problems

Here's the problem. When the car is started cold, it idles about 1200 rpm or so. then it will settle down and idle about 500-600 RPM. If you shut the car off and then start it warm, it goes to around 1800-2000 RPM and will not idle down until you drive it. After driving it at highway speeds, when you exit the highway, it will die when you let it come down to idle, but after you start it, it is fine for the rest of the time you are driving it in the city. Danged if I can figure it out. Any ideas?

checked the OVP relay!!! look like this relay cause this problem

I purchased a new OVP relay. When i went to the place the book says it is supposed to be. (In the fuse box), there is an open slot there with no connectors in it and six holes. The OVP, the parts place sent me has 9 pins and a bracket to bolt it to something. Where does this thing go? This is on an 89 190E 2.6.
