ICV vacuum hose question 1984 380SE

While removing my idle control valve to clean it i discovered that the vacuum line from it to a two ported fitting into the manifold (about 3 inches to the left of the ICV was not connected to the fitting. seems the tit for this hose was broken off of the plug, left open and and the hose was closed off with a BB in the end.
What is this plug into the manifold called (no wires, just two small vacuum lines, looks like its just a source of engine vacuum) and how does this condition affect my engine. I would like to replace it but don't know what to order. Any precautions in replacing it other than not dropping anything into the manifold.
I was cleaning the ICV in hopes of eliminating a cold idle problem that is causing the engine to run rough at cold idle and have no power at cold idle. Once warmed up, engine starts and runs smoothly. As a side note, car never has seemed to have much power when accelerating unless it downshifts, then its like a rocket.
