87 300E Climate Vents Causing Fog

The vents on my 87 300e don't work properly. The vent on the windshield stays open and on when any of the controls are pressed. When the AC is on, this causes a foggy condensation to form outside of my windshield. Also, even when the the control is on "0" the fan stays on. Help!
