Unhappy 96 C220 Passing Emission Test

Hi,
I need some information/help with my 96 C220. The car runs great, the check engine light is not on but it will not pass emission test because there are 3 (I believe) sensors not sending data to the computer. They are the EGR and Catalytic (cannot remember the 3rd one).We drove it for 3 weeks, hoping it needs time to register the data but it still shows up as no data. The mechanic thinks it is the computer (ECU, ECM??) If it is the computer, which one is it? Or can it be something else wrong. Tailpipe emission reading is good. I live in California. Thank you in advance for your help.
