Unhappy 99C230 startup hesitation

It seems that I got this problem every year somewhere in may or april and then it starts up fine 2 months later. I am in Washington state and if it is the fuel probelm. What should I do? I have been adviced by the dealership to use octane 89 instead of 91. Is there something wrong with the car or it is just the fuel??? Am I going to get problems later on when the car gets old?
