'96 E320 auxilliary fans don't come on

Auxilliary fans are not coming on, ran hot wire to the fans and they work. could being low on refrigerant be the cause? Also, where are the relays and fuses located?

There is no relay. There may be a fuse in the underhood fusebox. Search for "210 auxiliary fan" for threads on this issue. You could have a bad controller, or a bad fan motor. Working with +12V applied to the fan does not imply that it will work with the controller.
