Rear rubber piece? Perhaps year and model would help.

It's called a rubber hose. If the internal diaphram on the regulator ruptures it drains the fuel into valve cover instead of spilling onto the hot engine. And of course it can be replaced.

It's just a piece of rubber vacuum hose about 1+ foot long, OD diameter about 1/4". Go to autozone or wherever and buy a 2' piece, about $1 a foot. Really does nothing unless the regulator is leaking. If that's the case, replace the regulator ASAP because gas will be leaking onto the engine.
