oil in air filter

I have a 1981 3000td wagon. about 2 months after I bought it I noticed a large oil drip under engine. I found the oil filter to be 100% saturated with oil blowing from the valve cover. I have changed the filter but the problem still exists. Could this be a valve adjustement.
