300 e brakes get spongy

my 1986 300 e after driving for a while, the brakes get very spongy, i have to pump them to get the car to stop. i have replaced the master cylinder and the pads are fine and the problem still exists.
is it a problem with the abs or a vaccum. any help is appreciated.
