Evaporative controls function test CA Smog test

Long story short my new Euro SEC failed the smog test. First it failed because the EGR didn't work, Valve works, but the Vac Valve that runs it is dead. Thermo Vac Valve on order.
And it failed the Fuel Evaporative controls Functional test. We have traced the leak to the Gas tank behind the Gas tank Vent Valve(new).

I went to the DMV yesterday morning and got another red sticker, mine was up today. First time I ever had to get two stickers in my life. I figured the second one would be for 15 days or so. Nope, this one covers October and all of Nov. as Wed. is Oct 1 they just gave me the November sticker a couple days early. Boy do I have time to fix the Bluebird now.

Looking for the Evap test Leak culprit,I looked at the fuel neck grommet this afternoon and really can't see that would seal the neck, inside, under the cap at all. It looks like it slips over the filer neck and interacts with the body. That seal leaking during the Evap test is ruled out unless someone tells me for sure that this seal is sandwiched between the restrictor and the filler neck.

The Sending unit looks like it hasn't moved an iota since it was installed in Germany 24 years ago at the factory, no residue, leak destroyed paint or gasoline smell.

That leaves;
1. the Tank vent pipe connection to the vent line running transversly across the car above the rear end.
2. the Fuel Accumulator
3.the Gasoline check valve at the fuel pump.

Any ideas if this pressure test would pass the pressure through a weak accumulator? or the Fuel Check valve if it is faulty(the seepage leak was close to the check valve, but all clean now).
