New 560SEC; one spring has a clamp on it

New 560SEC; one spring has a clamp on it

Today I was putting european lights on my 'new' 560SEC, and I noticed that one of my front springs has some kind of clamp on it, yet the other does not (the passengers spring has this). My thought is to take it off, but can anyone think of any reason why it would be there?
