Odd AC problem...please help

Hi guys. I am new to posting but have been a lurker for some time. The question I have is actually for my sister's 1993 190E 2.6. She has been unable to get AC for the past 2 years and in Georgia summers it has been miserable. I took her car to my brother-in-law's shop to get an idea on whether or not it is even charged. It is. It holds vacuum and is full of refrigerant. It just won't blow cold.
Here is the interesting part. When he aimed a large shop fan at the radiator, it almost immediately got cold coming from the vents. The fans, though, did not come on. The compressor ran, cold air came out, but the fans stayed still. Has anyone else here had this happen? What should I look at first? I am confident in being able to fix it if someone will just point me in the right direction.
Ask any question and throw any advice my way.
