I would think if it were a check valve the fuel would drain back and it would start hard. It starts right up but stumbles and smells of fuel like flooding.
The valve has a small tube that goes to the rubber hose from the engine to the airfilter. If the valve fails a lot of fuel goes tho the filter. If the tube is disconnected (as it often is) you will smell fuel.
