Question No start

My 89 190E cranks but that it there no spark no fuel. Had a friend check the ovp it is kicking in when voltage is apply to it he try it out of the car, I check the ovp plug with the relay out and only pin 30 has voltage key on or off none of the other pin has voltage at all (pin 30 is hot alway).
Am I looking at a bad Ignition switch or what do I look for ? if the switch is bad how do you replace it? I try to pull the instrument cluster out but can get it to come to see or get my hand in back of it also can't get it from under the dash.
