1988 300E Fuel pump runs without relay!

I was tracing the wiring to the relay to find why the cold start valve would not work and found that the pumps ran with the relay removed. Before that I thought the ignition switch was bad when I would turn off the key and with relay in the pump keeps running for a short time with the engine,srs and battery lights flickering and the relay making clicking sounds. Car is hard to start but will run good above 2000rpm, but will not idle. Where is the pump getting voltage with the relay removed? I thought the relay served as a safety device. I will trace wiring to pump next. Has anyone had this problem.

My mistake. Found bypass wire to pumps.
