$00E seems to be runnig rich?

My 400E seems to be running rich? O2 sensor maybe? Seems to be running a little rough lately when cold at start up?

What year car? Is it a Federal or California version?

How old are the dist cap & rotors?

Rather than throw a bunch of expensive parts at it, I would get an O2 sensor off the internet and change the one you have. I bet thats what is wrong because the cars eat them up.
