CEL - 16 blinks - '93 M103

I got a CEL with 16 blink code from a 1993 190E 2.6 160k mi

Referring to the code list, it cites Exhaust Gas Recirc

The EGR is right there on the exhaust manifold, so I hooked a MityVac up to it and it doesn't hold vacuum. Am I testing it correctly?

I assume this needs to be replaced. I believe it to be the original. Looks like the original at least. However, I've read that the tube needs to be cleaned out as well, and have also read varying reports of how this is to be done. Some say you can do it with some sort of cleanout 'snake' like a speedo cable or whatnot, others say I have to remove the intake and replace the tube.

I've been driving the car like this for a couple of months. Runs fine as far as I can tell. Obviously I'm going to have to get at it and get it fixed. What tips can anyone offer, and what kind of damage am I doing continuing to drive the car like this? Thanks

Yes you are, and it must hold vacuum to work properly.

OK, so how do I proceed with the tube? Can I clean it out or do I have to replace it and does that mean getting a whole slew of gaskets for the intake manifold, etc.
Also, is there a quick way to check the switchover valve that the EGR connects to with a multimeter?
