Fill it to the mark that is inside of the res. . It should be about 1/4 of an inch below the top lip. Also I would find out where the other 80% fluid went to.
BTW be sure to check the owner's manual as to what type of fluid you're supposed to use. Both of my Benzes actually call for ATF in the power steering.
