Tank filled? I had a sender telling me I had gas, but had none. System is simple. Your bottom tank filter is good based on your "good flow". Remove line in engine bay coming from the back, put 12 volts to either or both pumps and you should have flow if the tank is not empty. If still no flow remove the pumps and filter. You can check the filter with compressed air and the pumps on the bench. Put them in a plastic bottle inlet side down with a tube attached to the outlet running back into the bottle. Add in some gas and apply 12 volts to check flow. Connect the voltage to the system away from the bottle just in case the connection (switch) sparks on contact. The pumps can spin nicely and still not produce volume if the tolerances grow too large. Are you sure you got NEW pumps and not refurbished or shop recycled pumps?

Test the power wire from the relay to the pump. Pole 87 on the relay.
