2000 E320 4matic......Transmission Issue?

Looking at buying a wagon that has some type of issue. The car starts fine, when you go to change gear with the gear selector you can feel it engage into reverse or drive but the car just revs when you give it gas, it doesn't move at all. It has code P0700 in it. When you go to put it back in park from reverse or drive it makes a bad sound of grinding metal for a second before it locks itself in park. Oh yeah in park the car doesn't hold itself, you have to put on the e-brake or it will roll.

Does this sound like a TCM issue, it doesn't really to me? I am going to go back and look at it again and see if the connector at the trans is leaking. I just had a few questions, how would you know if the transfer case was bad? What would be the symptoms of that?
