2000 E55 AMG fender removal

I removed all the easy bolts in a drivers front fender. Anybody know to remove that final connection behind the wheel well cover? It's driving me nuts, I can't figure it out. Theres a bolt facing the engine, then a piece of the car frame , followed by a plastic toggle wheel, then the fender?????

I have the liner out but not the headlight. Will it be obvious once the headlight assembly is out?

Pretty sure there are bolts under there as well, not 100%.

Headlight assembly is out, no additional access. One bolt holds fender to bumper cover to frame, with strange plastic toggle wheel in between fender to frame. Blind opening to bumper cover. I do not get it.
