Just installed a rebuilt Smog pump but i don't think the clutch is engaging.

On the 116/117 engins (maybe others) the pump only comes on a few seconds after a cold start up for 10 to 15 seconds to help heat up the catalytic converter. It doesn't come on again until the next cold start up.

Will it come on every time the car is started regardless of the outside temperature?

I think only the engine temp matters, not the ambient. I'd say unless it has sat for a couple hours it won't come on again when restarted. I'm sure there is a spec somewhere.
