Cabin Blower in 1995 M/B e300d

When I hook up the blower motor in place with the battery it blows fine as I rebuilt it. Then I hook the test light up to two wires from the new regulator and the test light lights up when I push each dash button with the key on.

Here is the problem I am having...when I hook the blower motor wires to the regulator wires, the blower motor wont work with any pushed button and the keys on. Does anybody know what this means? I sure thank you if you do.
