1983 380 SEC Fuel Relay Question

Hello,
My 380 SEC was sitting for a while. Purged all the old fuel. Replaced the fuel pump and filter. Car will not start. Added new fuel. Fuel to the fuel distributor is clean. Car has spark. Still will not start. Checked the cold start valve. 5.25 volts. Cold start valve removed and will not spray. Jumped pins 7 and 8 on the relay and Injectors click. Started car without relay and it fires with fuel from jumping the pins. Replaced original relay and car will not start. Do I need to replace the relay? Assuming its bad. Is it repairable? Is the relay why the cold start valve does not work too? Thanks.
