1994 E 320 DTC # 19

I have a 1994 E 320 Wagon and I am getting a blink code of 19. The car is running rough at all speeds so I checked for vacuum leaks and found none. I have a spare ECU I installed it and the car ran fine for thirty minutes or so and the rough running returned as well as the DTC code 19. Any help would be greatly appreciated, Thanks.
