Is it the blower regulator?

Looking to confirm if indeed my regulator(aka porcupine) is toast? I followed the excellent write up on getting to the blower, put in a known good blower and as suspected no joy. Old one didn't turn on the bench and had a binding feel when turned by hand i.e. didn't turn easily.
Prior to this I did some testing at the plug behind the brake booster and got PBU off: 0.06V, PBU Low: 1.22V. PBU Auto:3.98, PBU High 7.4 and Desfrost: 7.36. Checked the Blue and Red wires at the blower got 12.31V Ign Key on ACC2 and PBU off, then PBU on 11.49V at each setting. The Ohm on the blue wire was .06 on a 200Ohm scale. Finally, grounded the Blue contact on the blower to battery neg. and it ran at high.
From all the reading I've done here the regulator appears to be a goner, would you all agree? Are there other tests I should have done? Lastly, how does one get it out? I've removed the two nuts and one screw and am able to pull up the bottom of the blower housing and the regulator almost comes out, but not fully.
