1999 W210 Mercedes-Benz E320 4Matic rolls all windows and moonroof down by itself

I have replaced the PSE under the rear seat but the car will still roll down all the windows and open the moonroof/sunroof as soon as I exit the car. The door lock pins will also go up and down while driving. I have already tinkered with the door switches and those are not the issue. I have been searching for about a year trying to track down anybody who has had this issue and successfully resolved it but have found nothing in the forums. Does anybody have experience with this?

This system is controlled by the IR sensor on the door handle outside, if you press the lock or unlock on the smart key while aimed at that sensor - it will rolldown or rollup all windows and sunroof.

Try doing that from outside the car - the sensor is on the door handle near the keyhole.

Also make sure there is no damage to the wiring passing into the front door itself.

Sounds like your wiring to the PSE is crossed, touching or contaminated. As Zulfigar mentions above, the symptom you describe is normally the effect of holding your smart key's unlock button to send an Infrared signal to sensor on driver or passenger front door handle that triggers opening of all windows and sunroof (ventilated seats turned on in equipped models). Since this happens when you close the door I would follow the door switch to the PSE and check for wires touching, check IR sensor and follow it to PSE looking for a contact with IR switch wiring. Sometimes moisture under the backseat can cause problems in the circuit board. If your backseat did have a moisture issue, you could find a CAN or PSE in the junkyard that is dry see if it might fix the issue?
