W210 E320 Will Not Turn Over

I am posting about something that has been going on with my 2001 E320 4Matic Wagon for some time now. When it first started happening, it was intermittent. Basically if I shut the car off and tried to start it again it wouldn't even turn over. Usually if I let it sit for a few minutes to cool off it would fire right up. It started to get worse and worse the more I drove it. Now it is to the point where it will not start until the battery is disconnected (for approx. 15 seconds) and reconnected again, and it fires right up until the next time. One of the things I notice is when it doesn't start and it is warmed up, the temperature gauge does not climb up and the electric fans default on at full speed. Someone I talked to said it could be the coolant temp sensor, if it is not reading correctly it may go into a fail safe mode with the electric fans, but would it lock out the starter? I guess the big question is, what are the main components that, if faulted, would lock out the starter until the computer is reset?
