84 190D not shifting

The car sat all winter, started it up yesterday and wood not shift out of first gear. It was alittle low on fluid, filled it up and still no shifting, I checked all the vacuum lines and it looks good. Sometimes if I let up on the gas it will shift into second but that is it, will not shift anymore. Any ideas?

check down shift button too.
