1996 C280 high idle after Throttle body rebuild

96 C280. Came to me with original wiring harness and throttle body and customer said the car had a no start condition a couple of times, but otherwise idle was normal and no CEL and cruise control is working; Local German garage had diagnosed bad throttle body already. I sent out the TB to BBA and I replaced the engine harness with one I had in stock that was updated(although his showed no sign of insulation deterioration). Once all back together, cruise control doesn't work, idle is high(around 1000 in park warm), and CEL comes on a few hundred miles later with code 022 CC/EA actuator limp mode. I sent the TB back to BBA under warranty for inspection and they sent back saying it tested fine. I re-installed the original TB and condition did not change; I reinstalled the original harness back in and condition still unchanged. I smoke tested for vacuum leaks and none detected. All fuses are fine and no other codes come up.
