95 w202 c280 Automatic transmission wont upshift

Hi.

A month ago I bought 95 c280 with a defective automatic transmission, slipping badly on
all gears.
I decide to rebuild it completely, but after disassemble transmission was totally burned inside. Previous owner gave me second transmission with only reverse gear working properly. So I took good parts from both and rebuild one working. When I put it in the car and
go for test drive I noticed that transmisiion wont upshift gears, only first gear and reverse are working good. So I tooke valve body from second transmission, thinking that is the problem.
After replacing valve body transmission upshift to second gear but only for a while. I go back to workshop and do some testing.
First I checked kickdown valve, and kickdown switch but it was
ok. I took pressure gauge and measure main pump pressure, it was ok but rising weird slowly.
After put on drive it was 5 to 10 second to have ~200 psi. Then I measure governor pressure and it was 0. I replace governor for another one that I have but nothing changed. With car on the jack when I hold it on 6000 rpm governor pressure is rising very very slowly and after 2-3 minuts has 18 psi and transmission upshift to second gear. But when second gear is on pressure stop rising. I clean valve body again, change kickdown valve for another one but nothing helps.

Please help me guys, I dont now what do next to fix it
