Cool Headlight wipers problem...

1990 300E: I bought this car three weeks ago and noticed that the headlight wipers were not working. I opened up the hood to discover that the previous owner had disconnected the two wiper motors and had taped up the connectors. I reattached the connectors and tried turning on the parking lamps only to have fuse #3 blow. This is the fuse that controls the wiper motors and the interior instrument lights as well as the license plate light and the right parking lights. I put in another fuse and it blew again when I tried to turn on the parking lights. I'm guessing the previous owner had not figured out the problem, so they just disconnected the wiper motors. What is going on here? Is there a short in this system? Anyone else have this problem? Thanks -- Mikey.
