w124 headrests

my 88 300e headrests are now permanently in the "up" position...are there certain conditions pertaining to the automatic lowering of the headrests, i.e., must the car be in park or something before you hit the button?

otherwise, they dont work...any sugggestions...is it a vacuum mechanism?
