How much Fluid is required to flush the self-leveling system on E500/E320T?

Hi,
Dealer flushed the self-leveling system on my E500 (1994). I ponied up $32 for two litres and the fluid level is barely at the minimum mark.
Just wondering whether 2 litres is insufficient for the fluid to rise above minimum and the tech doesnt care about doing things properly or whether the dealer retained any exces fluid above the minimum mark and the tech doesnt care...
This is said considering that the same dealer performed the 60K mile service two weeks ago and the self-leveling fluid level is 4-6" below the min mark!!!!!
Please advise.
Best

it has already crossed my mind that the current dealer, MB of Devon just plain sucks.....

Takes about 2-liters to just flush, and leave just a little in the resevoir. They should have "topped it off" regardless. Add more.
