Question 190D A/C controls

I have a 1984 190D 2.2, when i put the A/C in the snow flake position the compressor does not seem to want to come on. According to the owners manual this should be the position that i want to run it in on normal cooling. The only way I can get the compressor to come on is the top button with the wiggly lines. Of course the econ button turns it off as well, but it is suppose to.

Is there something wrong with my A/C controls?

Any ideas?

Thanks.
