190 dash lights

190 dash lights

My 91' 190e has two problems. First the dash lights do not come on with the headlights. Second, the fan for the climate control comes on very rarely. Wiggling the ignition switch does nothing. The compressor comes on still, but no air comes through the vents. What going on? Thanks always!
