When my car is cold, the speedometer jumps around at highway speed. Problem seems to go away when the car warms up. Think the cable is loose?

This may be a problem of lubrification of the speedometer...

A friend's car, 95 C220 25k miles, is also experiencing jerky speedometer movement when the car is cold. To replace the speedo cable by a tech, how many hours of labour charge would be reasonable? How much does the cable itself cost roughly? Thanks for the advice.
