W140 Rear window does not close

entering a new year witha new prob. the window is in the fully open position.. the window only moves up and down about a cent.

what could it be??? its below freezing and the window doesnt close!!!!

Oh I cant get the darn panel off.. I snapped most of it off but there is something in the middle where I cannot get to.. is there a scew or something??? does the wood panel also come off????
