Hesitation at higher speeds

I have a v6 gas powered, grey market 1979 250 wagon I am slowly restoring. I have recently replaced plugs, wires, coil, cap , rotor. It starts everytime and idles well and is firing on all the plugs. It has some back fire and popping off the line though and at 80 is is not missing but it has a strange almost pulsing surge to it. Any insight on what may be causing popping, then surging? I will be rebuilding the Solex once I learn some more and get my old rover running well enough to take this one off the road for a bit longer.

What about the fuel filter and catalytic converter? Fuel starvation and exhaust restriction will hinder high speed performance and acceleration. The converter could be broken up.
