1st gear start in 93 w140 300se

can i get the car to start in 1st via a switch from the device under the accelerator petal??? it seems to me that when i punch the gas until it hits this device the car will not start in 1st unless shifted manually.. any advice on this??? and what is the device under the gas petal called???
