Motor Mount Bolts

Decided to embark on the replacement of the drivers side motor mount. When I tried the inside bolt, it apparantly has been sheared out by a really nice previous mechanic.

I got an assurance from a nice German mechanic that he would cut out the old and install the new for $100. Is that a decent price? I have tried everything short of sprinkling Holy Water on the mount to get the bolt loose.
