Angry Power steering Hose

1999 E320 with 33K miles, harmonic balancer went bad, took out timing chain cover and oil pan. Luckily MB agreed to pay for the whole thing. Have the car back for 8 weeks, power steering hose went bad. I think when the machanic who was working on the car to repair prior problems, reposition the hose and it was touching the exaust manifold, burned a hole.
Does anyone know if the PS and hose had to be removed to perform the repairs above? also is this a high pressure hose and if not can I splice it, use a fitting and 2 collars?
