190e Ventalation Problem (non a/c)

The passenger side of the ventalation-heating system only blows HOT air while the driviers side works correctly. I was told that the heater control valve by the wiper motor might be the problem. I tested it by removing the red pipe from the top and operating it manualy (with my finger over the apature) and it seems to be working - i.e. the lever stayed lifted.

I did notice that the heater dial on the dash the passenger side had less "resistance" in it when turning it than the drivers side dunno if that indicates something...

Finally is the system designed to have NO flow-thru ventalation,
as nothing comes through the vents unless the blower is on.

More info...the passenger side of the windscreen fogs up and
blowing warm air onto won't clear it which suggests moisture
in the air on that side....this morning some steam came from under the dash on passenger side....Com'n guys there must be someone here with some knowledge...please!
