ASR light on when cold on 1993 300e 3.2 liter

When first starting cold the ASR light comes on and the the engine rpm will fluctuate between 1000 and 2000 rpm for about 10 seconds then idle around 1200 rpm. Pressing on the gas pedal at this time will result in no increase in rpm until pedal is about 80% depressed. Engine rpm can now be controlled in the 80 to 100% depression of the pedal and car can be driven this way. After car warms up accelerator works normally and turning off the ignition and restarting will turn off the ASR light. Could this be the IDLE SPEED CONTACT SWITCH that is mounted on the pedal?

Need to get the code read for the ASR system.
COULD be the pedal switch, but usually it's the throttle actuator.
