190E heater and climate control problem

Hey all:
My climate control is busted and it defaults to full heat through the defroster. However, the heat increases when the speed of the car increases. Should this be happening even if the climate control defaults to full heat? Could it be a bad heater valve? Thanks in advance.

From my experience, take a good look at the vacuum lines on the driver's side by the wiper motor. Check the rubber hoses at the check-valves specifically and the hard plastic lines for cracks.
