Early shifting

My 230 88model w124 shifts very fast,when i dont push the throthle very hard it shifts at rpm less than 2000.So it shifts to 4th gear at 40km speed.Is it normal?Also when i kick down and the car is in 4th gear at low speeds it downshift to 3rd gear instead of 2nd and i dont get the desired power.Also i think that the car should downshift when you press the pedal without touching the kick down solenid???My car never downshifts except i touch the kickdown with full pedal force.Does the fast/early shifting of gear at low rpm will decrease the fuel consumption???

You need to have the Bowlen cable adjusted properly.

So what is the best rpm to shift on slow driving???is it effect fuel consumption???

My car shifts to 4th gear at 40km/h.Is it normal in normal and slow driving conditions???is it economy fuel when gear shifts early??
