A/C readouts on E430 and S500

I seem to have the exact same control units on both my 96 S500 and 98 E430. In addition, I just replaced the blower regulators on both cars(yes they both went out within a month of each other). Anyway, the blower on the E430 seems to blow with much more force than the S500 at each setting. In fact, when I press the REST button and read the voltage out to the blower, the top setting on the 430 is 6.0 and on the S500 is 4.8. Each setting as I go down in speed is proportionally less on the 500 than the 430. Anybody have any ideas on why there is a difference? Software levels?
