1970 250C 3-way Valve

I'm going through the vacuum lines on my 1970 250c and noticed the three way valve which has two lines going to the distributor and one of the bottom lines is missing a line and the small line coming off the exhaust manifold has a short piece of line. Does anyone know if these two should be connected?
